Data Privacy and Monitoring Board
Providing
strategic direction for Institute for Systems Medicine policies and
procedures that involve patient privacy.
The function of the members of the Scientific Advisory Board is to
advise and make recommendations to the Board of Directors of the
Institute for Systems Medicine with respect to matters within the areas
of their experience and expertise. This board will ensure policies are
set and procedures are followed related to patient confidentiality
protection, access to data and the review and authorization of requests
for the release of aggregated and patient level data.
The Data Privacy and Monitoring Board is comprised of an esteemed group of
health science and healthcare information technology experts:

Carol Llewellyn, CCRP
Carol Llewellyn has thirty five years experience in the research field.
1975 — 2005 — Research and regulatory coordinator Pediatric Oncology
2003 — 2005 — Auditor for Children's Oncology Group
1997 — 2003 — Research and regulatory coordinator for Radiation Oncology
2000 — 2003 — Research and regulatory coordinator for Gynecology Oncology
2004 — 2008 — Regulatory coordinator — Research Department at Deaconess Medical Center
2008 — present — IRB-Spokane administrator
Carol Llewellyn is knowledgeable regarding the current Federal Regulations and State law governing research involving human subjects and the protection of those subjects.
She advises researchers and their staff on the conduct of human research and these regulations on a daily basis as well as provide technical and continuing education
to board members and local researchers. She is a full voting board member of the IRB.
Sandra Albritton, RN, MN, CCRC
Sandra received her Bachelors of Nursing and Masters of Nursing degrees from the University of Washington. She has been in clinical research for over
10 years and is currently the Clinical Research Manager for Providence Medical Research Center, Providence Sacred Heart Medical Center & Children's
Hospital and Providence Holy Family Hospital. Some of her responsibilities include oversight of compliance with local, state and federal regulations
for the conduct of research, liaison with community and academic researchers performing research within Providence facilities, co-chair nursing research
council, and direct supervision of the coordination of clinical research in the areas of pharmaceutical, device, and investigator initiated studies.
Barry Hicks, PhD
Dr. Hicks received his baccalaureate degree in Humanities from Michigan State University and his masters and doctoral
degrees in Anthropology from Washington State University. Until his retirement in 2003, Dr. Hicks served on the
faculty of the nationally-accredited Department of Health Policy and Administration in the College of Pharmacy at
Washington State University Spokane, where he taught core courses in healthcare quality management, healthcare
information systems and the U.S. healthcare system, and conducted research on clinical outcomes, medical practice
economic viability, and medical informatics/evidence-based medicine applications to measure and improve the quality
of clinical care. Dr. Hicks is a founding member and past-Chair of the Spokane County Medical Society Medical
Informatics Committee. In addition to serving on the ISM Data Privacy and Monitoring Board, Dr. Hicks serves on
the Institutional Review Board-Spokane, the Washington State University Institutional Review Board and as a federal
grant reviewer.
Pat Holmstead
Pat Holmstead received her B.A. in Social Sciences with a teaching credential from San Jose State University.
She worked as a teacher for several years and then returned to college to earn a degree in Health Information Technology
from West Valley College in Saratoga, California. She held the position of Director of Medical Records at Kaiser Permanente
Medical Center in Santa Clara, California for four years. She returned to school and earned a M. S. degree in Health Services
Administration from St. Mary's College of California. She held the position of Director of Quality Improvement Services at Kaiser
Permanente Medical Center, Redwood City, California for four years. She held the position of Director of Quality Management at
O'Connor Hospital in San Jose, California (Catholic Healthcare West System) for four years prior to her family's move to the Inland
Northwest. She is currently employed as the Director, Quality Improvement Services for Inland Northwest Health Services in
Spokane, Washington. Pat is the director of the INHS Performance Measurement System. The performance measurement system is a
"listed" system with the Joint Commission and CMS. It provides performance data on behalf of its participating hospitals to these
two organizations for the national ORYX™ initiative. Pat is the Privacy and Security Officer for INHS and ensures corporate
compliance with federal and state privacy and security regulations.
Pat has developed and implemented performance improvement programs in acute hospitals, outpatient clinics, long term care facilities
and home health agencies. She has participated in the development of performance measures and "report cards" for healthcare systems.
She has extensive experience with continuous quality improvement principles and tools and has trained and facilitated many performance improvement teams.
She has also coordinated the preparation of health care organizations for state surveys and accreditation surveys by the Joint Commission
on Accreditation of Healthcare Organizations. She has received training and has served as a surveyor for the California State Quality Awards
(Malcolm Baldrige criteria).
Mike McDaniels
Mike has over 30 years of management experience in information technology, communications, healthcare and government settings.
The depth and breadth of his knowledge, experience, and perspective have greatly benefitted his employers.
Employed by Inland Northwest Health Services IRM division, Mike is Director of Data Security and System Readiness and directs
the data security, data integrity/availability, Information Technology audit/risk assessment and policy activities of the
organization. Mike also advises on physical security, disaster recovery, business continuity and data center operation matters.
Mike joined INHS/IRM in 2000 from Getronics where he was Information Systems Technical Services Manager/Security Administrator.
Prior to Getronics purchase of Wang Global, he held that same position with both Wang and Olivetti North America before it was purchased
by Wang.
Before joining Olivetti in 1995, he was Director of Client Services for Wismer Martin (the medical practice management software and
services company) since 1991. Previous IT related experiences, going back to 1981, include positions as Datacenter Manager at
Confederation Life Insurance and Contel Corporation (he built their US billing center). Also, he was Data Control Manager for Cox
Communications during this period. These three companies are based in Atlanta, GA.
Before moving to Georgia for Cox, Mike held Director level project management and legislative research positions at the Association of
Idaho Cities in Boise, ID since 1974. Mike served as a member of the Idaho State Employment and Advisory Council and Planning
Committee Chairman of that group during his time with AIC.
Mike has written hundreds of IT policy statements, numerous white papers, several training manuals and feature articles for employer
publications and nationally recognized professional journals over his business career.
Mike focused on Business Administration at Kinman Business University. He is a veteran of the United States Army where he received his
initial IT training and experience managing a regional technical supply IT operation.
Melanie Mikkelsen, MSW, LCSW
Education:

Masters of Social Work(MSW), Washington University
Twenty years of clinical social work practice including the areas of Employee Assistance programs, direct service,
and supervisory consults and training. Numerous community volunteer positions.
Currently employed with The Center For Reproductive Health,Spokane,Washington. Counselor and Third Party Reproduction Coordinator.
Member Of The American Society of Reproductive Medicine(ASRM). Appointed mentor through the Mental Health Professional Group of ASRM.Board Member of the Institutional Review Board, Spokane.
Glenda Terry, MPH, RHIA
Glenda Terry, MPH, RHIA, is currently the Coding Manager for Deaconess Medical Center. She oversees the concurrent
Patient Health Information Improvement Program which utilizes documentation specialists to perform in-house reviews
to determine a working DRG, tentative length of stay, and assist physicians with documentation improvement. Glenda
serves on the Spokane Institutional Review Board which approves all hospital-based research studies in the Spokane area.
Prior to coming to Deaconess Glenda was the Program Director for the Health Information Technology Program at Spokane
Community College where she was a instructor from 1984-2001. Glenda has a bachelor's degree from Montana State University
and a master's in Public Health from the University of Washington. She received a Health Information Management certificate
from Stephen's College in Columbia, Missouri.
